If you feel deep down that lead generation doesn't work, then nothing you do will work. You'll quit the cold email after four days, drop the videos after two, and blame the market. The method I'm about to walk you through has worked for every serious sales professional you know today. It will work for you too, but only if you commit to it as a long game.
Short term is ads. I only recommend ads for companies, not individuals. An individual consultant can't outspend developers and big brokerages, so trying to beat them on budget is a losing bet. What you can beat them on is trust and attention. That's the whole game here.

Here is how to generate leads in real estate without ads, in plain steps. None of it is fancy. All of it works when you stack it and stay consistent.
1. Lead with value, not a pitch. Never assume people will trust you just because you can recommend a unit or explain the buying process. Everyone can do that. Today's real challenge is information overload, so the people who win are the ones who give the right information for free. Open the camera and record a short video. Build a simple presentation that teaches instead of sells. Write a short guide for your buyers. Run a small webinar. The value is what earns the trust.
2. Combine several channels. Cold email, cold calling, WhatsApp, SMS, LinkedIn, Instagram. The more places a prospect sees you, the more they feel they already know you. Someone reads your email, then sees you on LinkedIn, then catches your video, then your WhatsApp story. By the fourth touch they trust you before you've even spoken.
